A logical way to measure the performance of a fire department is to gauge how quickly they respond to emergencies—turnout time, travel time, response time, etc. While these are important metrics, measuring time alone does not paint the full picture of a fire department’s performance.

Now, in its fourth year, the 2023 ESO Fire Service Index  analyzes data from more than 4.5 million incidents nationwide from January 1, 2022-December 31, 2022.  ESO’s research team has designed this report to give fire departments a benchmark or point of reference for evaluation and improvement.  This provides fire departments a starting framework to continually refine strategies, increase efficiency, improve outcomes, and allocate resources appropriately.

This Index helps answers such as:

  • What are our most common response types overall? Among fire calls?
  • How many of our responses are EMS compared to fire?
  • For fire calls, what are the most common property types we respond to?
  • How much property loss was reported overall?
  • How quickly do we respond to a call on average?
  • How frequently are firefighters documenting decontamination procedures?

Even as budgets tighten and generational difference shift the emergency services recruitment and retention landscape, communities expect exceptional customer service. Moving organizations forward toward growth and efficiency requires resolute leadership. For such leaders data can be a game-changer, driving decision-making around fiscal accountability and budget needs, strategic planning and other initiatives. Collecting quantitative and qualitative data establishes a factual baseline that serves as a foundation for change. Through organizational needs assessments, leaders can create, plan, implement and evaluate necessary change and justify budgets based on facts, not wants. Dr. Ellis is a 25-year veteran of the fire service and serves as the Fire Chief for the City of Webster Groves, MO. He holds a Bachelor’s degree in Fire Administration from Western Illinois University, a Master’s degree in Leadership and Adolescent Development from Huntington University, and a Doctorate in Education (Transformational Leadership Focus) from Concordia University. As a consultant (AGILE Consulting), Ellis focuses on leadership, firefighter behavioral health, conflict resolution, organizational movement, facilitating assessment centers, and personnel role play based on fire service lawsuits. Dr. Ellis’ doctoral dissertation can be found on ProQuest worldwide which focuses on firefighter behavioral health in relation to traumatic events. He also teaches for the National Fire Academy for the Executive Leadership Program and is an author for Firehouse magazine under their Company Officer Leadership segment.

He was instrumental in helping the fire department grow and scale in one of the fastest-growing cities in the United States. Chief Gardner has worked in various sized agencies from all volunteer to metro-size departments and has numerous recognitions for his service at the local, state and national levels.

He holds Master Fire Firefighter Certification, Investigators Certification, Instructor Certifications, CFO and CFE and served as the President of the Texas State Firefighters and Fire Marshals’ Association. Gardner currently serves as a Senior Advisor for Leander Fire Department, an instructor and Advisory Board Member to TEEX Annual School Programs and an instructor in Chief Development Program, presenting at numerous state and national conferences. He also holds several degrees and certifications in fire administration, fire technology, EMS and emergency management from a variety of organizations, including Texas Tech University, the Center for Public Safety Excellence and the National Fire Academy.

Ron Roy

Ron is currently a Volunteer Division Chief at Douglas County Fire District #2 in East Wenatchee, Washington. He started his volunteer career in 1973 and became a WSFFA board member in 2002. Ron is one of two Washington Directors at the National Volunteer Fire Council, representing Washington volunteer firefighters on the national level. 

Ron lives, works, and volunteers where he was born and raised in Eastern Washington.

David Hesselmeyer started his emergency services career in 1997. He is credentialed as a Firefighter, Paramedic, Rescue Technician, North Carolina Executive Emergency Manager, and as an International Association of Emergency Managers (IAEM) Certified Emergency Manager. He graduated from East Carolina University with a Master of Public Administration (MPA). He owns On Target Preparedness, LLC which is an emergency services consulting firm serving public and private agencies in preparing and responding to disasters. He is a member of the Buies Creek Fire Department in North Carolina. He writes for multiple emergency services publications.

Dr. Lori Moore-Merrell, President and CEO, International Public Safety Data Institute 

Dr-Lori-Moore-MerrellDr. Moore-Merrell is the President and CEO of the IPSDI, assisting local public safety agencies in their efforts to use their data to show response capability, reliability and operational performance. Moore-Merrell began this role in 2019 after serving 26 years as a senior executive in the International Association of Fire Fighters (IAFF). An expert in executive leadership, emergency response system evaluation, public safety resource deployment, community risk assessment, data collection and analysis, strategic planning, costs and benefits analysis, advocacy, consensus building, policy development and implementation and generational differences in the workplace, Moore-Merrell advises elected officials, as well as chief executives at the national level and in local metropolitan jurisdictions.

She was recently awarded Honorary Membership in the Metropolitan Fire Chiefs Association for her expertise in areas of Fire Prevention, Fire Suppression, or other related disciplines. Lori is only the 4th individual to be presented this honor in the 54-year history of the organization and has received numerous awards of distinction.

Previously as principal investigator and senior project manager on federal projects, Moore-Merrell has led production of landmark reports and other tools to improve Residential and High-Rise Fireground Operations, Community Risk Assessment, Fire and EMS Resource Deployment and Big Data Analytics.
